Road asset data in South Africa has historically been fragmented across multiple road authorities, systems, formats and reporting practices. This fragmentation prevents the National Department of Transport from maintaining a reliable, nationwide view of the road network conditions, and Road Asset Management Plan (RAMP) execution, constraining strategic planning and evidence-based investments.
Solution
Nessa Solutions is supporting the National Department of Transport to establish a centralised national Road Asset Management Central Data Repository. The platform consolidates, validates, governs, analyses and reports road asset data across SANRAL, Provinces, Metros, District & Local Municipalities, and other Road Authorities. Built through Nessa 9 Series digital capabilities, the solution incorporates TMH18-aligned validation, GIS spatial visualisation, RAMS dashboards, data confidence metrics, and national oversight tools.
Impact
The CDR strengthens national road asset governance by giving the Department a clearer, more consistent and evidence-based view of South Africa’s road infrastructure data. It supports improved data quality, standardisation, compliance monitoring, planning and decision-making across the road sector. By moving fragmented Road Authority submissions into a centralised and validated platform, the CDR creates the foundation for more transparent reporting, better investment prioritisation and long-term infrastructure asset management.
NORTH WEST PROVINCIAL ROADS’ ASSET MANAGEMENT SYSTEM (PRAMS)
Challenge
The NWDPWR required a specialized RAMS Programme Manager to maintain a modern, fully operational system that aligns with provincial, national, and international standards, while overseeing specialized data acquisition consultants and sub-systems.
Solution
Nessa Solutions provides complete RAMS PM services, including road classification under RISFSA and TRH26 guidelines, TMH22 system implementation, asset inventory and condition tracking, and scenario analysis. Additional responsibilities include generating system maps and technical reports, compiling Auditor-General and Treasury-compliant Fixed Asset Registers (FAR), updating standard operating procedures, and training departmental officials.
Impact
The intervention guarantees compliance with annual PRMG and DoRA mandates while embedding TMH22 best practices. Accurate knowledge of network extent, value, and condition allows the department to deploy maintenance funds efficiently, extend asset life, and strengthen long-term infrastructure governance.
RAL - ROAD ASSET MANAGEMENT SYSTEM (RAMS)
Challenge
The Roads Agency Limpopo (SOC) Ltd required an experienced service provider to maintain and manage its Road Asset Management System (RAMS), while ensuring full operational compliance with DoRA provisions and NDoT RAMS Practice Notes over a three-year term.
Solution
Operating as the Nessa Sol-ROMH Joint VentureJV, the team serves as the RAMS Programme Manager (RAMS PM). Scope includes updating road network and bridge inventory registers; executing automated and manual field data collection (traffic, deflection, riding quality, texture, and structural inspections); conducting network safety assessments; providing system support; managing data verification; and delivering mentorship and capacity building to agency personnel.
Impact
The program ensures full compliance with PRMG funding requirements under DoRA and TMH22 standards. By quantifying network deterioration trends through data-led analysis, the agency secures a firm foundation for strategic budget allocation, improved road performance, reduced environmental impacts, and sustainable internal technical capacity.
DoT - S’HAMBA SONKE PROGRAMME
Challenge
South Africa’s provincial road networks face ongoing deterioration due to persistent maintenance backlogs, restricting access and mobility for rural communities. Across the Eastern Cape, KwaZulu-Natal and Western Cape, road authorities require unified coordination, standardisation, transparent reporting aligned with TMH18, the SSP Implementation Manual and Division of Revenue Act requirements. Without strategic oversight, scarce funding remains difficult to prioritise, scarce funding remains harder to limiting local economic development and job creation.
Solution
Appointed through Nessa JV as Cluster B by the National Department of Transport, Nessa Solutions delivers 36 months of comprehensive technical support for SSP and Operation Vala Zonke across Eastern Cape, KwaZulu-Natal and Western Cape. The team provides portfolio, programme and project management; infrastructure planning and project structuring; quality assurance and technical oversight; monthly performance, expenditure and social-indicator reporting; stakeholder coordination; and engineering support to road authorities. Key focus areas include RAMS and RAMP implementation, PRMG and DoRA compliance, EPWP reporting, Welisizwe Bridges, contractor development, and labor-intensive preventative maintenance.

The engagement establishes clear visibility from infrastructure planning to execution, ensuring transparent use of maintenance funds and enhanced compliance. SEDIBENG RURAL ROADS’ ASSET MANAGEMENT SYSTEM (RRAMS)
Challenge
Sedibeng District Municipality needed a reliable, data-driven framework to evaluate its road network condition and assets to enable informed maintenance planning, accurate budgeting, and structured investment decisions.
Solution
Nessa Solutions implemented a comprehensive Road and Road Asset Management System (RRAMS),integrating physical road condition assessments, asset inventory data, spatial GIS analysis, and strategic planning tools to establish a single source of truth for network management.

NGAKA MODIRI MOLEMA RURAL ROADS’ ASSET MANAGEMENT SYSTEM (RRAMS)

Ngaka Modiri Molema District Municipality required a sustainable Road Asset Management System to improve infrastructure planning, ensure National Department of Transport (NDoT) compliance, and maintain reliable asset data across its five local municipalities
Solution
Delivering end-to-end RRAMS Programme Management from 2022/23 through 2025/26, Nessa Solutions provided comprehensive data collection across paved and unpaved roads, traffic counts, structural inspections, ancillary asset inventories, GIS mapping, metadata governance, GeoRAMS support, quality assurance, and ongoing staff training.
